Part Three: Lolien, The Survivors


Read the following text as you approach Lolien:  
As you make your way along the road to Lolien, you notice that the damage of the surrounding area has increased substantially, though not the work of a dragon. This is blood and fire, old and new alike.   Up ahead there is a small skirmish of soldiers apprehending an elven youth. The young man is shouting, "Where was the Crown? Where was the King when we needed him?"   Further up the banks of the Ores, you notice it is tinted red. There is a burning ship smoldering on the coastline, as the bodies of two Civil Legion soldiers are being fished from the river. A well-dressed halfling man appears to be investigating the corpses.   Beyond the wreckage lies Lolien, an elven settlement burrowed among the forest with the river at its heart. Houses are tended by families who have grown them with unwavering devotion over many years; tree and home become a union, perfectly in sync with their growth. Yet further ahead sits a stone and metal blemish, a fort adorned with Ania's golden sunburst emblem. Its presence testifies to the Crown's presence in Lolien.

Background


Lolien is a war-torn forest city located between the settlements of Dondarian and Rastein. Less affected by the dragon's attacks, Lolien is more devastated by its past and current conflicts. The area is a thinly veiled warzone. Many of the citizens are displeased with the aid the Crown is providing, considering it to be too little, too late.   Fifteen years ago, the Demon War was largely avoided in the region. However, Lolien's citizens were not so lucky ten years later when The Witch Wars began. In Lolien the horror they faced was a creature known as Sedatia, a fey being of immense power. A fighter by the name of Caraconne Lashi and her people bravely stood their ground against the menace along with Lobs' Witch Hunters to protect their beloved city from harm. This conflict left deep scars on Lolien that will never be forgotten.   At the behest of Bars Maclaski, The Sticky Finger's Honeypot - an infamous collective of honey-harvesters and thieves - pledged allegiance to the witch during her war against Lolien. As a result, many townsfolk had no choice but to flee until they could return in recent years and attempt to rebuild. Now that people have returned to their homes, rumors are running rampant about which residents were complicit with The Stickyfingers' treasonous actions - leaving some locals determined to weed out those guilty parties once and for all.   Following the conclusion of the Witch War, there were a few short months of respite wherein citizens had an opportunity to rebuild their lives. However, this peace was quickly disrupted by the arrival of the Civil Legion. In an attempt to secure Lolien, troops appointed by the Crown took over the restoration efforts, changing the landscape of the city. Ever since skirmishes between the town and the military have been constant.   Today there was a fight on the outskirts leading to the death of two Civil Legion soldiers. The entire city is on edge.

Welcome to Lolien


The group will be met at the entrance to the city by Civil Legion troops. They will ask questions, wanting to ensure the party will not cause further issues for the Crown inside the city. From there direct the group to Fort Tritos where they are to speak with Sir Kyler Clemons. Once they have spoken to Clemons and have gotten his approval, they are free to move about Lolien.
Read the following as you approach Fort Tritos:
The clang of clashing steel can be heard as you approach Fort Tritos. The barrack's expansive yard is filled with Civil Legion soldiers sparring in full combat gear. An imposing commander walks among them correcting stances and techniques. He notices you observing out of the corner of his eye and begins to walk toward you.


Lolien is a beautiful forest town in the Tritos Dominion, ravaged by violence and conflict. Consisting of a large force at odds with the Crown of Ania, Lolien is a shell of the safe haven it used to be. Violence is the currency of choice and is most of the work that can be found there.   The citizens of the city, who were nearly destroyed in The Witch Wars, refused to give up their homes to those who would lay claim to it; it is a fight that still rages for them to this day. Mostly built among the trees of the encroaching forest, beside The Ores, Lolien is both haunting and damaged.   The architecture of the town is a fusion of the elves' homeland style and the Tritos Dominion's more conventional homes. The elven Leng design harmoniously blends in with nature's provoking shapes, yet near the river downtown, Lolien looks like any other settlement found nearby. Currently, many of the homes are damaged and in a state of repair.

Sir Kyler Clemons
Kyler Clemens (lawful good, human knight) is a seasoned veteran and a newly appointed knight. Knighted by King Ender Ramus and head of House Clemons, he is currently stationed in Lolien overseeing Fort Tritos under the authority of Lawmaster Le'Cheff.   Kyler is an experienced combatant, having served as a commander during the Demon War. Most consider him a cold but fair man who has more experience on the battlefield than in conversation.
  Roleplaying Kyler Clemons
When first meeting with the party, Kyler will begin as indifferent. Two of his soldiers were just killed on the outskirts of town and he is trying not to lose his composure. If he believes the group's story, he will give them directions around town and will help them set up an appointment with the Lawmaster and himself to discuss sending aid. The appointment may be set whenever you find it convenient to have it, after the party has had a chance to interact with the city.   No matter how the conversation goes Kyler will ask what they know about the countryside. Someone in town recently stole the Slatetops connected to Dondarian, Bastor, and Tintown. Kyler would like any information he can get about the neighboring cities.
Personality Trait. “I will stand strong so those around me know they needn't fear.”
Ideal. “I believe honor is a lost thing that needs to be returned to its proper station.”
Bond. “I am devoted to King and Crown and I will die in his service.”
Flaw. “My loyalty blinds me to injustices.”

The Home of Sir Clemons
Sir Kyler Clemon's house is a two story brick home near Fort Tritos. He has three rooms that can serve as bedrooms, as well as his living room. The house is newly constructed and reflects how little time Kyler spends there. If the players search the residence they will find reminders of the Demon War and paperwork related to his noble house. Kyler keeps anything of financial value locked in his office in the fort.
Lawmaster Quentin Le'Cheff
Quentin Le'Cheff (neutral evil, halfling Lawmaster) is the current highest ranking individual living in Lolien. Quentin is a commander ruling over Fort Tritos and the Crown's forces. He is a young and unproven noble, and this is his first command. With the civil unrest in the city, Quentin now seeks to eliminate the rebel threat by any means at his disposal.   Quentin is of a noble house located out of the city of Owens. So far he has been well respected by his forces, as he has a way of dealing with rebels using swift retaliation. Baron Druceff has recently taken up Quentin as an advisor on many issues, ranging from military strategy to diplomacy. Despite being unseasoned in command, Le'Cheff’s clear-mindedness and high level of education have quickly made him one of King Ender Ramus's most trusted officers.   With the civil unrest in Lolien, Quentin’s career has maintained an appearance of order to his superiors. His motives are sometimes questionable, but his low profile has allowed his methods to go unnoticed. Quentin allows Sir Kyler Clemons full command of the Civil Legion, hoping the knight is too busy to notice any mistakes Quentin has made.   The halfling is rumored to have large investments in The Sticky Finger's Honeypot, which has become quite influential in Lolien since its inception.     When the party first arrives in town Quentin is down by the water overseeing the retrieval of the two soldiers killed. He will not be present at the initial meeting with Kyler.

Roleplaying Quentin Le'Cheff
Quentin will see the party as equal parts threat and opportunity. If he can pit the group against the rebels he will do so. If Quentin is seen lingering around The Sticky Finger's Honeypot he will act as if he is investigating, asking the employees for information. Quentin works closely with the owner of the establishment and leader of the thieves' guild, Bars Maclaski. When talking with the party about sending additional troops to the dragon fight Quentin will defer to Kyler Clemons.
  Personality Trait. “I'll do what it takes to get the job done.”
Ideal. “Life's not fair, so don’t play fair.”
Bond. “The Crown has given me everything, and I'll give them some of what I have in return.”
Flaw. “I don’t like competition, so don’t get in my way.”

Experiencing the City


Lolien is a city with a rich elven heritage. The influence of the country of Leng can be seen throughout, with houses featuring gated entries, tiled roofs with broad eves, and an absolute reverence for wood. There is however a divide. The architecture splits where the Civil Legion has been brought in. Straight stone buildings with little attention to detail mark much of the eastern portion of the city. As players explore they will be able to feel the tension here. There is little warmth for visitors, especially visitors who appear to be working for the Crown of Ania.     Fort Tritos. Named after the longest reigning King of Ania, Fort Tritos is a large and well-fortified barracks. It was re-established in 2 CA by Lawmaster Quentin Le'Cheff at the behest of Chancellor Laurali Estavossa. It is heavily garrisoned with Civil Legion soldiers, and acts as a seat of power for the crown in Lolien. Although appointed with very little lavishness, it serves its purpose as both a place to rest and a strategic post from which to defend against enemy forces. The townsfolk are well aware that the fort was built to serve as a reminder of the King's presence. Lawmaster Le'Cheff runs the operations of the fort while Sir Kyler Clemons has direct command of the Civil Legion.

  Gentle Rains Inn. Built around the base of a large oak, the Gentle Rains Inn is a beautiful three-story building made entirely of Greenwood from The Emerald Wood. There is a stylish common area and up to twenty-four rooms available for the evening. Though not nearly as frequented in recent times, it has its fair share of local business. The inn is run by the lovely Rain Norlochi and has become a common meeting place for those in The Survivors.

  The Arda Elowen. An elm tree that was brought to the city of Lolien from Tensen, the Emperor's seat and capital of Leng. Meant as a symbol of prosperity in the new land, it was planted at Lolien's founding by King Caraconne Tritos. Over the centuries the tree grew into a massive landmark, towering above the southern streets of the city.   During the opening days of the Witch Wars, the Arda Elowen was the first thing destroyed in Lolien. Initial attacks by the witch Sedatia's forces left much of the tree broken and shattered, used for lumber by the invading army. The tree has recently bloomed once again and it is said to be a sign of good luck and fortune.   If a character visits the Arda Elowen, they may receive a feeling of peace and the effects of a blessing, giving them 1d4 to their next ability check, attack, or save.

  The Sticky Finger's Honeypot. It is said in Lolien honey equals power. Owned and operated by Bars Maclaski, The Stickyfinger's Honeypot is the largest gathering of "Bee Ranchers," and honey suppliers on Dromaria . It boasts of having more than 12 acres of "bee goodness." Their long standing partnership with House Le'Cheff has allowed The Honeypot to spread across the world.   The Honeypot is of course a front for a large thieves guild called the The Sticky Fingers. Lawmaster Quentin Le'Cheff has a long standing relationship with the guild and works hard to keep it that way.

 

Current News and Rumors


While in Lolien, if you want to explore rumors or events you may use the following:   Theft from the Lawmaster. Quentin Le'Cheff's personal residence was recently robbed. No one seems to know who did it, but every group is pointing fingers at each other. The truth of the matter is that the event never happened and the Lawmaster is using it as a diversion to his other schemes.   Slatetop Sabotage. Someone stole the Secure Slatetops from Fort Tritos, disconnecting those in charge with the local cities. While most suspect The Survivors, it was in fact The Sticky Fingers at the behest of Bars Maclaski.   Calamity in Tintown. Travel through Tintown has been difficult lately. Rumors claim that some great calamity has befallen the city. Everything from plagues to dragons, and a few that claim the great Wyatt Apparatus finally blew up the city.

 

Encounters in Town


The party may come across any of the following encounters while in Lolien:   The Survivors. A band of rebels in Lolien have taken it upon themselves to battle outside forces looking to impose their will on the city. The group is led by Caraconne Lashi. Ousting the Crown of Ania and The Sticky Fingers from the city are their top priorities. The Gentle Rains Inn is often used as a safe meeting space for the Survivors.   A spy named Lilea Dawn will begin to tail the party as soon as they enter the city. Any information she gathers will be reported directly to the rebel group's leader, Caraconne Lashi. Lilea is skilled at her craft and has a 17 Stealth while moving about. She will flee, using secret hideouts and passageways if spotted.     Lilea Dawn
Liliea Dawn (chaotic good, half-elf spy) works as a spy and informant for The Survivors. She does her best to keep the rebels one step ahead of the Crown. Lilea idolizes Caraconne Lashi and longs to be a hero to the people herself.   Personality Trait. “I want peace, and I'll fight for it.”
Ideal. “Struggle is necessary to make something greater.”
Bond. “I believe in the people of Lolien and my brothers and sisters in the Survivors.”
Flaw. “I crave fame and I envy those that have it.”
Caraconne Lashi
Caraconne Lashi (chaotic good, elven fighter) was named after the first elven King of Ania, Caraconne Tritos. She is an elven freedom fighter, hero, and leader of the rebels known as The Survivors. Born and raised in the city of Lolien, Caraconne is fiercely devoted to her home.   Years of conflict have left Caraconne physically scarred. Yet, despite losing an eye in battle, she hasn’t lost any of her beauty. Caraconne has become renowned for driving Sedatia's hornet riders from Lolien and discovering The Sticky Fingers involvement with the enemy forces during The Witch Wars.   She now spends her days fighting the Crown of Ania and trying to root out The Sticky Fingers guild members who remain.

Roleplaying Caraconne Lashi
If the group is meeting Caraconne then it means they have had an encounter with the rebels. She will only approach the party directly if they aid or harm her cause.   If the party aids her rebels in any way, Caraconne will find a place away from the Civil Legion to speak. She would like to thank them and enlist their help in a bit of espionage. She is convinced The Sticky Fingers stole Slatetops from Fort Tritos to frame her. Any evidence the group can provide would help her take them down. If the party returns with proof she will give them a few precious items from the rebel's armory, a pair of Boots of Elvenkind and a Cloak of Elvenkind.   In addition Caraconne has a friendly relationship with Lobs, having fought together against Sedatia. She will recommend the party bring him some food if they want to convince him to leave.   If the party works with the Civil Legion against her rebels, Caraconne will attempt to sabotage their quest. Some of the things she may do are to steal unattended items left in rooms, release mounts into the wild, and remove wheels from any vehicles. If she gets word of the party wanting to recruit Lobs, she will make sure she is there when the party meets him in an attempt to undermine them.   Personality Trait. "I am only hard because I have to be."
Ideal. "We will be free of those who oppress us."
Bond. "There are those I must protect.”
Flaw. "I have learned that violence actually can be the answer."
The Civil Legion. The military of the Tritos Dominion. The Civil Legion in Lolien serve under the command of Lawmaster Le'Cheff and Sir ClemonsUnless given a reason not to they will give the party their space, choosing to focus on their more immediate problems.  

Combat Encounter
In the early evening during the party's first night in Lolien, Civil Legion soldiers will get into a fight with a group of The Survivors behind the Gentle Rains Inn. The Survivors are dressed as performers, carrying stolen coins inside their instruments. One of the soldiers stopped them to ask where they were headed, and at this point no one is even sure who threw the first punch.   This encounter may have a lasting impact. Depending on which side the party helps, if any, likely determines which group they are able to gain favors with here in Lolien. If your group manages to find a peaceful solution, both sides will report kindly to their superiors.   Read the following when the players come across the brawl:
As you make your way toward the inn, you overhear a commotion. Tucked behind the two-story bright green building, is a large group of people wrestling against the trunk of a massive oak. A few drums and an instrument case lay scattered on the cobblestones. Bright clothes of red and green can be seen clashing against the splint mail armor of the Legion. Four soldiers are locked in a fistfight with what appears to be a group of performers.   It might have been easy enough to pass by or head inside until you hear the drawing of a blade. In a simple upward motion a soldier's sword slashes across a woman's face, sending blood spurting into the air. At once all of the soldier's steel is out.   Before the woman has time to scream out in pain you hear one of her companions yell at you, "Help us! Please!" while simultaneously a soldier begins to bellow, "The Legion, gather the Legion!"
  In total there are four Civil Legion troops and six rebels, five of whom are still standing. If left unchecked the soldiers will kill the rebels, enraged at the death of their companions earlier in the day. If the party actively fights against the Civil Legion troops, the rebels will use that time to run into the inn to alert Caraconne Lashi. She will arrive one round later. Caraconne's stat block is listed above.   Use the Veteran stat block for the soldiers. Each soldier is missing 10 hp from the brawl and they do not carry heavy crossbows. The rebels each currently have 8 hp.   Loot and Reward: The rebels have their instruments filled with their stolen coin. In total there are 3 x hand drums, a lute, and a set of bagpipes, and a total of 66 pp and 230 gp.   The Civil Legion troops each have splint mail, a longsword, shortsword, and a total of 68 gp, 2 sp, and 44 cp between them.
The Sticky Fingers. Depending on how (or if) the party approaches The Sticky Finger's Honeypot will determine what kind of encounter they have there. Either way, Lawmaster Le'Cheff has told the Stickyfingers to avoid the party while in town.

  Read the following when the group approaches the The Sticky Finger's Honeypot:
Out on the western edge of Lolien, large swathes of land have been cleared. In the center stands a white ranch-style building with a bright red tin roof – an eye-catching contrast against the lush backdrop of the Emerald Wood. As you draw closer, there's a faint hum followed by an unmistakable scent... one that is both familiar and alluring, bees and honey!   Hundreds and hundreds of beehives are set in neat rows of boxes behind the main building, with workers scattered throughout.
  If the party travels to the Honeypot without an invite from Quentin Le'Cheff, you may choose for them to overhear a conversation between Bars Maclaski and Quentin.   If they do read the following:
As you scan the area, there are dozens of employees in sight within the main building. Yet it is the voices that emanate from somewhere past its walls that catch your attention - muffled yet distinguishable. In the back, a large garage door is open just enough for a conversation to be overheard.   (Quentin) "Clemons bought it, as I knew he would. The Survivors," there is a scoff at the name, "well whatever they call themselves, they are easy targets. He would believe they did anything, especially steal his communications."   (Bars) "So he thinks the Lashi woman did it?"   (Quentin) "He knows she did it. No chance it comes back sticky."   It is at that moment you hear a voice behind you.   "Would you like a sample of our Stickyfinger Special?"   Standing there a halfling woman wearing a white apron embroidered with bees. She is holding a tray of honey in porcelain cups. By the time you turn back around the door is closed.
  It is possible someone may recognize Quentin Le'Cheff's voice, helping them uncover some of the mystery of what is going on here. If the party investigates they may learn more about the disappearance of the Slatetops and what the thieves' guild is getting up to.   The Stickyfingers stole three Secured Slatetops from Fort Tritos. These particular boxes are linked to House Druceff in Dondarian, House Charmont in Tintown, and House Clemons in Ania. The guild intends to use the Slatetops to send misleading information, allowing them to move in strategic locations uncontested.   Currently, Bars has one of his more trusted associates writing letters to each of the houses telling them that specific roadways are clear and to send additional troops elsewhere for support. The individual is in the back offices of The Sticky Finger's Honeypot.   If confronted outwardly the associate will attempt to grab the evidence and run, fighting only as a last resort. Use the assassin stat block for this encounter.   Any employee who notices a problem will alert Bars, but otherwise no one will get involved. For the remainder of the group's time in town Bars will no longer be seen.
If the party does not head to the Honeypot on their own, Quentin Le'Cheff may request their presence there, wanting to task them with a sensitive matter.   In the garage of the Stickyfingers Honeypot, Quentin Le'Cheff will have a meeting with Bars Maclaski and the group about the two dead bodies in the river. Quentin believes it is the work of The Survivors and is ready to root them out for good. He wants to enlist the party to help him locate Caraconne Lashi and get justice for the deceased.   Quentin wants the group to capture Caraconne alive and have her brought to the Honeypot. Bars is insistent that no one in the Honeypot sides with the Survivors; they are all the Crown's men through and through. If the party succeeds at this task, Caraconne will be bound in chains and shipped to Dondarian to be presented to the Baron.   Caraconne can be found at the Gentle Rains Inn. She will be there with one officer and three rebels. If an open fight breaks out any civilians in the inn will leave and the Survivors will fight to the death. Use the Bandit Captain stat block for the officer and the Scout stat block for the rebels.   Loot and Reward: If the party succeeds in capturing Caraconne Lashi they may receive an additional 20 troops to their cause and be rewarded with her weapon, The Commander's Blade.         Bars Maclaski
Bars Maclaski (neutral evil, halfling guild leader) is the owner and operator of The Sticky Finger's Honeypot who also serves as the leader of The Sticky Fingers guild. Few would know it, but he is a ruthless man obsessed with wealth.   Personality Trait. “You can trust me until you can't anymore.”
Ideal. “I want wealth any way I can get it.”
Bond. “I value two things in this world, honey and money.”
Flaw. “I'm devious and I'll do whatever I think is necessary.”
   

Recruiting Lobs


Lobs is a high-level heroic adventurer from The Witch Wars, who calls Lolien his home. He is not concerned with the conflicts in the city, although he is quite friendly with Caraconne Lashi. She has tried to recruit him to The Survivors many times. Lawmaster Le'Cheff has called upon Lobs in the past to deal with particularly troublesome problems, always paying a hefty fee for his service.   Despite his low intelligence Lobs understands the workings of dragons and has visited The Red Keep multiple times to pay tribute. Unbeknownst to anyone in Lolien, he has secretly been appeasing the dragon, giving it the remainder of his treasures. It has never occurred to Lobs that there could be a different way to handle the situation.   It will not be particularly hard to recruit the dragonborn, and he is willing to join if the party can help him get his stuff back. Instead, the goal of this encounter is to make the players question if this is worth their time. He should not appear to be a heroic figure in the least and will seem almost useless in most situations.   If Caraconne has told him bad things about the party he will be reluctant to go and will demand some sort of payment in advance if he decides this is worth his time.   Read the following when the group approaches Lobs' home:
You approach a four-story home made of brick and stone. Arrows are lodged in the mortar and abandoned arms and armaments are scattered across the yard. At the far north of the compound is a destroyed catapult, seemingly frozen and shattered. Looking down upon you from the roof is a husky white-scaled dragonborn wearing a collage of mix-matched bright colors. He is bundled in a heavy woolen scarf with trousers that have more patches than pants. Above his head he is holding a large gargoyle statue, prepared to hurl it should there be trouble.
  Lobs
Lobs (chaotic good, dragonborn barbarian), is a retired adventurer and hero. Lobs spends most of his days lounging on his roof and eating.   Roleplaying Lobs
Above all else, Lobs is lazy. He will constantly talk about being hungry and freezing, even though he is immune to the cold. He really won't have a problem accompanying the group if they are even mildly convincing, especially if they flatter him. He is begrudging and will complain most of the time.   Lobs is reluctant to talk about his adventuring days. He found the events pretty terrifying, although he would never admit it. The Witch Wars were hard on him. He had friends die and was under the spell of the witch Lementia for quite a while. He will however go on at length about the treasures he found on his adventure.   He knows the dragon's name is Smolderthorn the Reclaimer, and that it is a descendant of Scaborous the Pure. The creature left Don Shou when Emperor's Peak was attacked, fed up with having to cater to the mortals. It has come to claim its birthright and retake the land that belonged to its ancestor. Lobs has never gone in the Red Keep and the drawbridge has always been up when he is there.   Lobs will not get involved in combat until the dragon fight unless you need him to, and then he will only throw things that are handy to him. If you choose to use Lobs regularly in combat it will greatly alter the difficulty of future encounters. Always remember he is a lazy, lazy man.   If the party has a wagon, Lobs will ride in it the entire time. Otherwise he will bring a horse, as he has no interest in walking this distance.   Personality Trait. “The shortest path is the quickest way.”
Ideal. “Comfort is my top priority.”
Bond. “If I say I'll do it, I'll do it and I don’t want you thinking otherwise.”
Flaw. “I operate on Lobs' time and am always exactly where I am supposed to be.     Lobs' Treasures
The following is a list of things Lobs has given to the dragon: Storm Maw (warhammer), Ring of Protection, Rust Bag of Tricks, and the Belt of Arctalian.

Leaving Lolien


By the time the party leaves Lolien, if they are still in good standing with the Civil Legion and the Crown of Ania, Sir Kyler may be persuaded to send up to thirty troops to The Red Keep while the party heads to Tintown.

 

Character Advancement


The players should be awarded with their second level up if at least two of the following things occurred upon leaving Lolien:

  • The players survive the encounter with the Witchlings.
  • The players survive any of the optional quests or encounters in Lolien.
  • The players earn the support of Sir Kyler Clemons, Quentin LeCheff, or Caraccone Tritos.
  • The players are successful in recruiting Lobs.

The Quest Continues
