Dusty Mulligan
Dusty Mulligan is the former Lawmaster of the Copper Settlements, originally appointed to the location by the Crown of Ania. He was stripped of his title after his blatant disregard for all propriety.
Dusty is a filthy and disheveled man and quite bitter about his appointment in such a remote location. Dusty has become a drunkard with no interest in running the day-to-day affairs of the settlement, preferring instead to drink away his sorrows and take solace in other vices.
The locals have grown weary of Dusty's antics and ignore him in most things.
