Magic Resistance. Ethglacial has advantage on saving throws against spells and other magical effects.   Unusual Nature. Ethglacial doesn’t require air, food, drink, or sleep.   Innate Spellcasting. Ethglacial’s spellcasting ability is Charisma (spell save DC 27). Ethglacial can innately cast the following spells, requiring no material components:   At will: command, detect magic, mirror image, wall of ice   1/day each: antimagic field, haste, teleport   Actions
Multiattack. Ethglacial makes three Giant Chakram attacks.   Giant Chakram. Melee Weapon Attack. +17 to hit, reach 10 ft., one target. Hit: 20 ( 2d10 + 9 ) slashing damage plus 13 ( 2d12 ) force damage.  

  Breath Weapon (Recharge 5–6). Ethglacial uses one of the following breath weapons:   Elemental Breath. Ethglacial exhales elemental energy in a 300-foot cone. Each creature in that area must make a DC 26 Dexterity saving throw, taking 84 ( 13d12 ) cold damage on a failed save, or half as much damage on a successful one.   Crushing Breath. Ethglacial exhales unrelenting force in a 300-foot cone. Each creature in that area must make a DC 26 Constitution saving throw. On a failed save, the creature takes 38 ( 6d12 ) force damage and suffers one point of exhaustion. For every 10 a creature fails by, they suffer an additional point of exhaustion. On a successful save, the creature takes half damage.     Legendary Actions
Ethglacial can take 3 legendary actions, choosing from the options below. Only one legendary action option can be used at a time and only at the end of another creature’s turn. Ethglacial regains spent legendary actions at the start of her turn.   Attack (Costs 1 Action). Ethglacial makes one Giant Chakram attack.   Wing Attack (Costs 2 Actions). Ethglacial beats her wings. Each creature within 30 feet of her must succeed on a DC 27 Dexterity saving throw or take 16 ( 2d6 + 9 ) bludgeoning damage and be knocked prone. Ethglacial can then fly up to half her flying speed.   Ricocheting Throw (Costs 3 Actions). Ethglacial throws her giant chakram, ricocheting it around the battlefield before returning to her. Ethglacial may make a ranged weapon attack, +17 to hit, for each creature she can see within 30 feet. A creature struck this way must make a DC 26 Dexterity saving throw. On a failure, the creature is pulled up to 30 feet toward Ethglacial.
 

Description


The might of Ethglacial is unquestioned. The sight of this towering and brutish silver dragon with oversized, monstrous fangs is an extreme rarity reserved only for the strongest. Normally she takes the form of a young female Upiryrial with a bald head, ebony skin, blue lips, and massive scaled wings inlaid with silver. In her mortal guise, she retains her draconic power, bearing rippling muscles, and standing at an imposing seven and a half feet.   Ethglacial carries an enormous bladed chakram that she has mastery over, about a foot larger than she is. The frigid cold of Mortéglace does not affect Ethglacial and she typically favors a silver gown in lieu of clothing or armor. It has not happened in some time, but if pushed to her limits Ethglacial will take her true form.   Elegant feathers give way to scales that spout vicious spikes, crossing scars like guardrails against ancient wounds. Ethglacial is an anomaly among Dromarian dragons, growing in size, strength, and speed with her older age, unlike her kin that grow smaller and more lithe over time. A tail nearly the length of her body drags unresponsive on the ground, masking the accuracy and agility with which it can be deployed. She is extremely fast and responsive despite her size and has thus far outmaneuvered any opposition.  

History


Ethglacial once served as an advocate and enforcer of the Covenant. Fighting in countless battles over the centuries against both mortals and dragons, it is said she never found an equal. As she aged and witnessed the continued strife within the faith, Ethglacial lost her concern with dragon law.   The silver dragon found purpose in meeting the next challenge, even if it was bigger than she was. With each battle her skills improved, her power increasing so dramatically that dragons began to fear her, wondering how she so quickly reached what they had spent lifetimes trying to achieve. Where she once fought for the sheer pleasure of it, the thrill of the hunt, strength unmeasurable, showing no mercy and sparing no one, time passed and Ethglacial changed. She no longer fought to kill or seek revenge, instead showing mercy, even to her fiercest enemies. Ethglacial’s new purpose was simply to fight and test her limits, to push herself beyond them, and to become the strongest she could possibly be.   For the last century, Ethglacial has claimed the Terrorridge Forest in Mortéglace as her lair. Dragons and other creatures from across the region have pledged their loyalty. As the most powerful creature in her territory, Ethglacial issues open challenges to anyone who would dare face her.  

Tactics


Ethglacial begins combat by using her spells and her chakram liberally. She will use her breath weapon at every opportunity, reveling in the experience. She will not treat any fight as a genuine threat while she remains in her mortal guise, spending every available chance to show superiority or display prowess over foes. Ethglacial is extremely durable and has no qualms about taking damage if it means getting a good hit.   Ethglacial takes the form of a Upiryrial angelic character with wings and alters her claws and fangs as needed in combat. If Ethglacial’s mortal form is bested, she will take her true draconic form, replacing the chakram with bites, claws, and wing attacks of a dragon with equal Challenge Rating.   In her dragon form, Ethglacial’s playful manner falls away in the spirit of competition and she will do everything in her arsenal to achieve victory. She will begin to use her Lair Actions and dragon Legendary Actions at every opportunity. Ethglacial will never run from a fight and she will not relent until there is a victor. She is a fighter of honor and is unlikely to resort to cheap or underhanded tactics, believing her strength and cunning will win out in the end.   Ethglacial enjoys the company of those with power and has rarely met an equal. If she experiences a loss, she does not see weakness in herself, but an opportunity to grow. She will look to those who defeated her for guidance and growth, inevitably seeking a rematch. Ethglacial is fearless and will never back down from a challenge, though she rarely takes what is in front of her seriously.
