The Minutemen, a race of humanoid extraterrestrials from the Andromeda galaxy, are shrouded in an aura of mystery and fear. Their peaceful demeanor and generous nature belie their advanced technology and authoritative power. However, to the common folk living in Hope City, it is a mystery that they have to learn by themselves.

The metropolis has many names, from Night Metropolis to the Capital, depending on who asks. It is best known for its citizens, though; they are humanity's only hope for survival in this frozen world they call home. Despite having an invisible barrier around Hope City to prevent snow from coming in, it isn't perfect, as some parts of the city are still covered by it.

Regardless, it isn't outright paradise; crime is still a problem, and drug addicts are uncommon but still present throughout the low-life but high-tech metropolis. Many powerful corporations and businesses reside in this place, making it one of the richest cities in the wasteland of this barren, snowy world.

Laws are absent, and the only crime punishable is murder, but even then, the species ruling over this city rarely or never intervene unless the whole metropolis is at stake. Due to this, the famous group known as The Enforcers, comprised of reformed humans, retired officers, and normal citizens, acted as the only form of law and order, hiding themselves among the populace.

Led by Miller, who is secretly operating in Hope City and is the son of a well-known and respected Chief Officer in New York City, they reside in undisclosed locations such as abandoned warehouses or hideouts in sewers, secretly patrolling day and night. They are tasked with apprehending their enemies instead of killing them outright, but on some occasions, corruption and greed are inevitable to occur between them as there are cases of their own members taking advantage of their power.

When they capture a criminal, the individual will be sent to one of their undisclosed locations to be rehabilitated, learning proper morals while receiving therapy to regain their humanity before returning to society as a good citizen. However, it isn't a perfect system, as some refused to change, resulting in a rather controversial lobotomy to remove mental disorders or harmful urges, turning them into docile and calm states.

However, it isn't without side effects, as in cases of epilepsy. Many people had other severe adverse effects, such as becoming apathetic or displaying inappropriate social behavior. In addition, the rehabilitation process usually takes months while lobotomies are nearly done instantly, making criminals too dangerous to live among decent people.

Nevertheless, the enforcers are still finding better solutions that might replace the use of lobotomies, a difficult task when the procedure itself is controversial, even for criminals. And while the loudest of critics claim to accept such an act, the quieter ones condemn it as an inhumane act against human rights altogether, resulting in heated debates between both groups.

In the end, the spacious place of this wonderful metropolis is filled with a diverse population that came from many different backgrounds and species alike but all had the same goal: just wanting to live peacefully and have a fulfilling life to their own standards, surviving through Hope City as best they could, regardless of how horrible or poor a situation some individuals have.
